Bellevue is intensifying its efforts to combat homelessness, a pressing issue that continues to affect the community. Recent data indicates a significant rise in student homelessness, with 651 Bellevue students identified as experiencing homelessness during the 2024–25 school year. This increase underscores the urgent need for comprehensive solutions to support vulnerable populations.
In response, the city has implemented several initiatives aimed at providing shelter and housing stability. The Bellevue Conflict Resolution Center, for instance, has been instrumental in resolving landlord-tenant disputes, helping to prevent evictions and keep families housed. During a two-year emergency program, the center served nearly 1,800 households, achieving a nearly 80% success rate in eviction diversion. However, with the conclusion of this program and diminishing rental assistance, eviction filings have risen, highlighting the need for sustained support.
Additionally, the city has joined a lawsuit against federal housing and transportation agencies to protect access to approximately $65 million in federal grants. These funds are crucial for supporting human services and transportation projects that benefit the community. The lawsuit challenges new conditions imposed on these grants, which the city argues are unconstitutional and conflict with local laws and values.
Despite these efforts, challenges persist. The 2025 Human Services Needs Update identified substantial gaps across the human services continuum in Bellevue, exacerbated by federal funding cuts. The report highlighted critical areas of need, including food, housing and shelter, and financial assistance. To address these issues, the city is considering recommendations from the Human Services Commission on how to allocate approximately $6.5 million per year for human services in the 2027–2028 funding cycle.
